NASE Supports Key HRA Provisions of President Trump’s Health Care Executive Order Today

HRAs Offer Flexibility and More Control Over Health Care

WASHINGTON, D.C. – The National Association for the Self-Employed (NASE), the nation’s leading advocate and resource for the self-employed and micro-business community, today applauded the Health Reimbursement Arrangements (HRAs) provisions of today’s Promoting Healthcare Choice and Competition Across the United States Executive Order signed by President Trump. 

“We support the provisions contained in today’s Executive Order that instructs the Administration to find ways to expand and increase the usability of Health Reimbursement Arrangements within 120 days,” said Keith Hall, President and Chief Executive Officer.  “Many self-employed and micro-businesses must obtain health care in the individual market, making HRAs even more of an important tool for providing affordable health coverage. The uses of HRAs are immensely important for employers to offer options and financial support to their employees in purchasing qualified health care expenses. Any move by the Administration to provide greater flexibility and more control over health care will help those in the small business community save, grow and expand, therefore helping to strengthen the overall economy.”

Section 4 of today’s Executive Order titled, “Expanded Availability and Permitted Use of Health Reimbursement Arrangements,” instructs the Secretaries of the Treasury, Labor, and Health and Human Services within 120 days of the order to, “consider proposing regulations or revising guidance, to the extent permitted by law and supported by sound policy, to increase the usability of HRAs, to expand employers' ability to offer HRAs to their employees, and to allow HRAs to be used in conjunction with nongroup coverage.”
