Government Funding Bill Hangs in Limbo

A short-term funding bill expires on Friday, Jan 19, and Congressional leaders are scrambling to put forth a legislative measure that can pass the House and Senate, which requires threading a very delicate needle. Democrats in the House are strongly opposing any measure that doesn’t include a permanent solution for DACA (deferred action for childhood arrivals) designees. As of Thursday morning, House Republicans hope including a six-year renewal of the CHIP (child health insurance program) and a delay of several ACA taxes, will both entice Republicans to hold the line and vote in favor and bring the necessary Democrats to the table to secure passage of the short-term funding bill.

Many pundits believe that it would be incredibly difficult for vulnerable Senate Democrats to vote against a funding bill because of DACA, as it continues to be a politically charged issue.

A vote is expected, today, Jan 19 on a funding resolution.


ACA Executive Orders

President Trump continues to dismantle the Affordable Care Act via executive order. Most recently, he further directed the Departments of Treasury, Health and Human Services, and Labor, to make it easier for small businesses and individuals to purchase association health plans while also reducing the requirements for health insurance plans, commonly known as essential health benefits. The NASE continues to monitor the proposed rules and how best to advocate for the self-employed and micro-business community as these rules are being developed.


Tax Implementation

With the sweeping changes to the tax code, NASE continues to monitor IRS implementation. Most recently, the IRS released updated income tax withholdings for small businesses.
