Congress will return next week and will immediately pivot to moving a CR through the House and Senate.
The House is poised to move quickly, however, immediately there are challenges with the strategy Speaker Johnson laid out to the caucus:
1) inclusion of the SAVE Act, which requires proof of citizenship to register to vote in a federal election
2) suggesting a CR through March 2025 (crunching the first 100 days of the new Administration)
The SAVE Act, which passed as a stand alone bill last September but was DOA in the Senate, is a non-starter for Democrats in both chambers but yet, it is a red meat issue for Johnson's right flank.
The length of the CR is also problematic, more so for Republicans, many Senate Republicans flag that if Trump is elected, that would require a negotiation of a funding solution in the first 100 days, something that the Republicans barely survived in 2017. Most would like to address a long term funding solution after the election and before the new president is sworn in.
The month of September will be busy but likely will be a small burst of activity as it is expected the House and Senate will adjourn for the month of October due to the November election.
