NASE Supports a Slew of Health Care Related Bills

The House passed a series of bills this week to expand HSA flexibility while also delaying the ACA's health insurance tax (HIT) until 2021 and repealing the medical device tax. Among the bills passed this week: 

H.R. 6311, the Increasing Access to Lower Premium Plans and Expanding Health Savings Accounts Act of 2018: The bill further allows FSA balances to roll over year-to-year, increases the maximum contribution limit to HSAs, allows spouses to make catch-up contributions to the same HSA account, and would allow working seniors participating in Medicare Part A and covered by a qualifying HDHP to contribute to an HSA. It passed on Wednesday by a vote of 242-176. 
 
H.R. 6199, the Restoring Access to Medication and Modernizing Health Savings Accounts Act of 2018: The bill also allows certain uses of employer onsite medical clinics and other employment-related services without risking HSA eligibility and allows HSA reimbursement for certain sports and fitness expenses like gym memberships. Finally, the bill allows individuals to contribute to an HSA if their spouse is enrolled in a medical FSA. It passed by a vote of 277-142 on Wednesday. 
 
H.R. 184, the Protect Medical Innovation Act of 2018: This bill to repeal the ACA's 2.3% tax on the sale of medical devices passed on Tuesday by a vote of 283-132. 57 Democrats supported the measure, sponsored by Rep. Erik Paulsen (R-MN).
